First elected African-American governor in U.S. history, Wilder was a Virginia Senator and Lt. Governor before elected to the Commonwealth's top post. He balanced the state budget during recession without raising taxes and kept the state's highest bond rating. The emergency reserve fund he created allowed record-setting capital improvements.
